    Gram Panchayat Department

    The Central Government amended the 73rd Constitution to make the Gram Panchayats self-reliant and to give them the power to run their affairs as autonomous institutions. Due to this, the Gram Panchayats have got constitutional status. In this way, the journey of the Gram Panchayats has started towards providing social justice to the people of the villages and their economic development. For the overall development of the country, various schemes are being implemented by the Central Government.

    In order to ensure that the benefits of the development schemes reach the people at the very bottom and their upliftment/progress, the power was decentralised and the Zilla Parishad Committees and Gram Panchayats were given powers. The Government implements various schemes. The real purpose of these schemes is to improve the lives of the poor people by benefiting them. The Government expects the living standards of the rural people to be improved by taking advantage of various government schemes. It is very important that information about all such schemes reaches the people.

    Chandrapur district is divided into 15 talukas and a total of 825 Gram Panchayats are functioning. If we consider the area of ​​the rural area, it is covered by 15642 sq. km.Various government (Central Government, State Government) schemes presented to the grassroots people in rural areas are being implemented through the Gram Panchayat Division and District Council. Along with the general public, the only goal is to bring the backward classes and below poverty line people above the poverty line and make them financially self-sufficient, and it is being implemented in the district in a good manner through the Gram Panchayat Division and District Council.

     Name of the scheme : Supply of chemicals for fogging machines

    Brief information about the scheme:-

    • In Chandrapur district, there is a large number of epidemic diseases and patients of insect-borne diseases, especially dengue, are seen regularly. Considering the above natural disasters in the district, chemicals required for fogging machines for fogging can be provided to the Gram Panchayats through the Panchayat Samiti. In the year 2010-11, 277 fogging machines were purchased from the Panchayat Department and were provided to the Gram Panchayats with the highest population, respectively, through the Panchayat Samiti. These 277 Gram Panchayats will be eligible for the chemicals being purchased under the scheme as per the provision of funds. 1) How will the scheme be implemented? 2) Provision for supply of chemicals for fogging machines in the financial year 2014-15 Rs. 35.00 lakhs This scheme has been approved by the Standing Committee, Zilla Parishad, and technical approval has been given to the scheme by the Hon. M.K.A. To be received from Mr. Sir. 3) The Gram Panchayat in the district has a fogging machine and if required, the demand for chemicals will have to be requested from the said Gram Panchayat. Chemicals can be supplied to the Gram Panchayats as per the demand and requirement. 4) While purchasing 2% chemicals, if the price agreement of chemicals is not available, the chemicals will be purchased by implementing the e-tender process. While purchasing chemicals, only the price of chemicals will be requested from the supplier and the order to purchase chemicals will be given as per the requirement/demand. As soon as the demand comes from the Gram Panchayat, the chemicals will be purchased from the supplier. Chemicals will be purchased with this condition. 5) The prices received through e-tender and accordingly, as per the order of Hon. M.K.A. Sir, since the Standing Committee, Zilla Parishad has the right to accept the tenders of the approved prices as per the above government decision, the tender will be submitted before the Standing Committee, Zilla Parishad for acceptance of the said tender. Panchayat Samiti-wise (targeted) supply orders will be issued by the Standing Committee, Zilla Parishad, for purchasing chemicals as per the requirement/demand as per the approved tender and provisioned funds. The Group Development Officer will supply chemicals to the concerned Gram Panchayats. Selection of beneficiaries:- Since the Gram Panchayats having fogging machines are limited, 277 Gram Panchayats will be eligible as beneficiaries. Expenditure on the scheme:- Purchase of chemicals is approximately Rs. 35.00 lakhs and if the price agreement is not available, the newspaper fee for publishing an advertisement in the newspaper for implementing the e-tendering process is approximately Rs. 10,000/- within the limit of the provisioned funds.

    • From the financial year 2015-16, the Gram Panchayats in Scheduled Areas (PESA) will be directly transferred to the bank account of the Gram Sabha Fund Committee of the Gram Panchayats vide Sh.
