While implementing any program, the working system should be adopted considering the active participation of the people in the rural areas. In this regard, the Government of Maharashtra has adopted a demand-based water supply policy based on public participation in rural areas as per the government decision dated 27th July 2000 in the water supply policy. According to this policy, Central government sponsored enhanced speed program, state government sponsored, minimum requirements program, all these programs have been integrated in the Center Sponsored Bharat – Nirman Program during the period of 2005 to 2009 and the implementation of these policies has been implemented. From the year 2009-10, the central government has started the National Rural Drinking Water Program to solve the problem of drinking water in rural areas.
